Bulletin 741
Policy Statement:
Approved by BESE on March 25, 1999, "Districts shall develop a character education philosophy and implementation plan consistent with locally developed curriculum."
Character Education Programs in Louisiana
Character First - Municipal program adopted by the city of Baton Rouge, Louisiana.
Learning for Life - A character education program for K-12 students - This program is currently being used in public and private schools.
Louisiana Youth for Excellence - The Governor’s Abstinence Education Program, Louisiana Youth for Excellence (LYFE) was created to provide abstinence education and a positive youth development program to young people in Louisiana. The program is free of charge to all high schools and middle schools in Louisiana.
Manners of the Heart - A self-contained pre-K–5th grade character curriculum currently used in over 40 schools throughout the US, including school adoptions in Louisiana, Texas, Oklahoma, Mississippi, New Jersey, and Florida.

Stars of Honor Academic Program with Tulane University - Stars of Honor and Tulane University have partnered to celebrate the achievements of elementary school students who are selected by their schools as "Stars of Honor" based on their hard work in the classroom, kindness to others, and commitment to leading a healthy lifestyle. Students selected by their schools as Stars of Honor will receive free tickets to attend a college sporting event with their family this coming school year, and at their special game they will receive a certificate for their achievement, have fun photograph opportunities, and be asked to stand in their seats to receive an ovation from the crowd during a timeout. The program is free for the students, their families and the elementary schools!
